«Voisins, voisines et Jules le chat» is the novel by Barbara Constantine, published by Rageot Editeur in paperback, in French.
The upstairs neighbour, Mr Jim, reappears when everyone had given him up for dead; his cat Jules has taken refuge at Diego and Pepita's house. Mr Jim no longer speaks or smiles, but Diego and his friends discover he hides unexpected talents. The story shows how the neighbours form a small community between doors and everyday encounters.

A warm novel for those who enjoy neighbourhood stories with humour and sensitivity, endearing characters and a cat as a common thread.
