Judith Merkle Riley was an American political scientist and novelist. Writing as Judith A. Merkle, she published Management and Ideology: The Legacy of the International Scientific Management Movement (1980), a study of scientific management reviewed in major historical journals. Beginning in 1988, under her married name, she wrote six historical novels set in late medieval and early modern Europe.
