In October 1792, Nathaniel Drinkwater, after eleven years in Trinity House due to the non-ratification of his appointment as lieutenant in the British Royal Navy, receives a new opportunity. Lord Dungarth calls him back for a special mission aboard the Kestrel, a twelve-gun cutter commanded by Madoc Griffiths, to carry out secret operations in revolutionary France. As Europe heads towards war, the Kestrel participates in the struggle for control of the English Channel, where Drinkwater encounters Edouard Santhonax, an agent of the Directory and enemy of the British. A mutiny seeking to paralyze the Royal Navy culminates in the naval battle of Kamperduin, where British and Dutch forces clash, and Drinkwater and Santhonax face each other in a duel.
