After the explosion of a bus in Brooklyn, New York is shaken by a wave of attacks that plunges the city into chaos. FBI special agent Anthony Hubbard and General William Devereaux represent two opposing ways of responding to the threat: while one looks for clues, the other imposes a heavy hand.
